Please note this website has been superseded – the Cheshire Partnership was the former Local Strategic Partnership for Cheshire and was set up in March 2001. As a result of additional demands placed on LSPs since the initial guidance in 2001, including Local Public Service Agreements and Local Area Agreements, a new Cheshire Partnerships Framework came into effect in April 2006.

The Strategy

For ease of reference the Partnership has arranged its actions around seven priority themes:

  • Innovation and New Ways of Working
  • Positioning Cheshire in the Wider World
  • Community Well-Being
  • Valuing Diversity and Tackling Inequality
  • Thriving Rural Communities
  • Shared Prosperity
  • A Sustainable Environment

Each theme takes factual evidence and the key concerns of local people as its starting point. The Partnership then sets out its response in terms of an action plan for each theme. To achieve positive outcomes for Cheshire, the success of the strategy will depend on effective connections being made between actions on each theme.For example, tackling crime and the fear of crime was the top priority for Cheshire residents in the Quality of Life Survey 2000. This is not simply a matter for the police.The work of different agencies can contribute to community safety through:

  • Improved police, public sector or community presence
  • Provision of home security advice
  • Action against truancy
  • Action against drug abuse
  • Action against domestic violence
  • Positive parenting schemes
  • Support to help people access employment and training opportunities
  • Use of arts and sports to equip young people with life skills
  • Active social and community networks
  • Well-designed built environment
  • Safe and reliable public transport
  • Driver training schemes
  • Involving local communities in decisions affecting their area

The strategy clearly cannot address all the concerns of local people or cover every aspect of the partners’ work. Individual organisations will continue to provide their services and tackle the wide range of issues that are important to Cheshire people. However when planning their services, spending and activities each partner organisation will need to reflect the strategy’s priorities and consider their own contribution to the targets.

Similar work to develop more specific local priorities and actions is being undertaken at district level within the county. The Cheshire strategy aims to complement that work by concentrating on issues requiring a countywide or cross-district response or where a co-ordinated approach to issues can reduce duplication of effort or save resources. Consequently there is little reference to strategies for specific towns as these will be developed at a local level. As district-based strategies are developed they will provide a focus on the specific needs of their local areas.

The Cheshire Community Strategy and District Community Plans together will set the context for more detailed work and delivery by organisations and partnerships across Cheshire. The diagram on the following page shows the inter-relationships between the different partnerships and planning within individual organisations.

Monitoring & Review

The Cheshire Partnership will need to ensure that the strategy continues to meet local priorities and is being implemented effectively. We anticipate the Strategy will be wholly reviewed on a five-yearly basis as the Cheshire Quality of Life Survey is repeated. In the meantime the Partnership will continue to listen to your views and report back to you each year on progress against actions and targets.
